The Children and Young People’s Services Committees Initiative Planning and Reporting Framework sets out the parameters within which CYPSC planning and reporting will be conducted. It is an overarching guide for all CYPSC stakeholders on the CYPSC planning and reporting cycle supporting the CYPSC Initiative to realise its core objectives and to achieve Government commitments pertaining to the CYPSC Initiative set out in national policy. The framework is a living CYPSC resource that will be developed and modified as the Children and Young People’s Services Committees Initiative learns and grows and as current systems gaps such as centralised, accessible data systems, are addressed.
The CYPSC Planning and Reporting Framework recognises the complexity inherent in inter-agency working and the necessity for clarity, cohesion and continuity between local and national entities working to improve outcomes for children and young people through the CYPSC Initiative.
It is envisaged that the benefits accruing from implementation of the CYPSC Planning and Reporting Framework will strengthen the CYPSC Initiative and the collective capacity of those CYPSC members providing services to children, young people and families in Ireland.
The Planning and Reporting Framework was developed using a staged process that included
- an exploration of the planning and reporting arrangements of other Irish inter-agency initiatives and of inter-agency initiatives in other jurisdictions
- a consultative working group day with a range of national and local level CYPSC stakeholders [1]
- consultation with and feedback from the CYPSC National Steering Group and the Department of Children and Youth Affairs.
The CYPSC Planning and Reporting Framework was introduced for implementation on a phased basis in 2018 includ dissemination opportunities and training for CYPSC Co-ordinators in the application of planning and reporting tools.
[1] Consultative Working Group Day participants included CYPSC Steering Group Members, CYPSC Chairpersons, CYPSC Co-ordinators, CYPSC Facilitators, members of local CYPSC and representatives from State agencies, Government Departments and the National Advisory Council.
