Fingal CYPSC Evidence Baseline Report 2025
Fingal, Children, and Young People's Services Committee (FCYPSC) is proud to present this Evidence Baseline Report for Fingal. This document stands as a testament to our commitment to understanding the complexities and diverse needs of children, and young people and families in our communities.
Key findings from this report highlight both the areas where children young people and families in Fingal are doing well. However, the report also underscores persistent issues, including inequalities in access to services, disparities in outcomes for marginalized groups, and emerging needs in a rapidly changing social environment.
The evidence baseline provided here serves as a critical tool for informed decision-making and strategic planning. It will guide us in refining our approaches, targeting our resources more effectively, and ultimately achieving better outcomes for families, children, and young people.
This report is not the conclusion of our efforts, but rather a pivotal milestone in our ongoing journey. It provides a clear direction for future action, rooted in rigorous analysis and a deep understanding of the needs of our communities.

The purpose of this information support Doc is to provide a resource for professionals who work with families and children who are navigating the supports for Housing, Tenancy or Homeless services to give appropriate advice and referrals.
Back on Track: Fingal Schools Toolkit For Supporting Students Who Avoid School
On the 11th of October 2022 FCYPSC launched a toolkit to support young people who avoid school. Mark Smyth, Clinical psychologist with CAMHS and 2020 president of the Psychological Society of Ireland was the key note speaker. Domestic, Sexual and Gender Based Violence Resource Document.
On the 30th of November 2020: Fingal and Dublin City North Children and Young People’s Services Committee (CYPSC) launched a new Domestic, Sexual and Gender Based Violence Resource (DSGBV) Booklet. The resource was developed to assist professionals to support victims of Domestic, Sexual and Gender Based Violence (DSGBV) and to highlight the wide range of statutory and community services available the local areas. The resource which is the first of its kind in Dublin, provides professionals and those impacted by DSGBV with information, resources and contact details of key support services in the local areas. Fifteen services, active in youth participation in Fingal came together to understand, document and strengthen youth participation across Fingal. The initiative was led by the Fingal CYPSC Participation Sub-Group and chaired by the DDLETB. In light of the workshops the following approach to Youth Engagement in Fingal was proposed by the FCYPSC Sub-group and accepted by the main FCYPSC:
Child and Family Support Networks
Since the inception of Prevention, Participation and Family Support (2015), Tusla has supported four Child and Family Support Network (CFSN) areas to develop in Fingal. These networks currently provide a timely local response to a family’s needs during COVID 19. Click here for contact details
Mental Health Resources
Dublin North City & County (DNCC) Child & Adolescent Mental Health Services have developed a booklet called 'CAMHS Made Simple'. This booklet tells you what CAMHS is, how to access it, how it can help a person attending and who a person attending CAMHS will meet when working with them. FCYPSC has developed a resource for young people in relation to mental health. The school journal insert has a comprehensive list of mental health supports for young people. This will be circulated to all schools in Fingal in September 2020. Click HERE to access the document.

Supports for Parents
Dublin City South CYPSC commissioned a series of conversational-style presentation videos by psychotherapists as a road-map to support stress and tension using practical play-based activities that parents can add to their parental toolkit. Each short film will incorporate ‘a call for playful action’ with accompanying video resources using ordinary household and store-cupboard materials.
